Jason David Summers, 22, of Tyrone faces felony and misdemeanor charges from Tyrone Police for endangering the welfare of children May 19 when police received a report of unsuitable living conditions at his apartment at the 1500 block of Pennsylvania Ave.

Tyrone Police arrived at the apartment just before 7 p.m. that evening. Summers told police that he has been living at the apartment for about a year with the children's mother, Amy Weaver. The children are 5 and 8 years old. Inside the residence, police observed a large amount of dog urine and feces throughout the apartment. There was reportedly trash on the floor of the kitchen and dirty pots and dishes stacked on the counter and in the sink as well as dirty kitchen appliances. A crock pot had remnants of food inside with maggots crawling throughout.

At the base of the stairs was a pile of clutter, which was a tripping hazard. In the upstairs bathroom and bedrooms, there was dirty laundry everywhere along with dog feces and other trash on the floor.

The children's bedrooms both had a bare mattress with no pillows, sheets or blankets. The mattresses were covered in stains and had feces on them. The laundry room, which had no evidence of clothes being washed, had dirty clothes in a pile and dog feces on the floor. Summers reportedly told police that the children's bedding was in a pile of dirty laundry. The entire apartment reportedly had a bad odor. Summers told police that they had no items to clean the apartment. The apartment did have electricity and running water.

Police contacted a Blair Children and Youth Services (CYS) caseworker, who came to the scene and took pictures. While speaking with Summers and the 5-year-old child, the child was reportedly stepping in dog feces. Summers was instructed to wash the child's feet and to put shoes and clean clothes on him. An attempt was made to contact Weaver, but she was unable to be reached. A family member was called to the residence to take temporary custody of the children until Summers and Weaver could clean the apartment and have CYS come back to check the conditions.
